"It's a game-changer for this neighborhood" said Darren Scott director of planning and development for the Albany Housing Authority.  The agency is overseeing construction of a three -story, 17,000-square-foot, multi-use educational complex at the corner of Philip and Warren streets, near Lincoln Park.  It is being build with a $5 million HUD grant and $250,000 from the Housing Authority.
